Site updated to tiki 1.9.8 (CVS) 1.9.8 this month!

Some changes now that we have tiki 3 here Search: no longer have choice of features (feature_search_show_object_filter disabled). -> This will be good to test if themes handle this well. Plus, I deleted a test blog.

We are now on tiki 19.x Yay for the new dogfood ! The site was switched to 19.x branch (thanks luci), and we can thoroughly test Bootstrap 4 work with real data! jb testing
