The theme isn't part of the Tiki package so there's no need for a LGPL license. It's an after-installation add-on.

But, hmm... I thought if the source is GPL the derivative work must also remain GPL or compatible license... LGPL is not compatible with GPL. Or can you double-license it when it is derivative work? Just a thought, I might be wrong!
